Revamped Agnipath Scheme to Undergo Periodic Financial Review

The Centre's revamped Agnipath recruitment scheme will undergo periodic financial reviews as the government prepares to meet the additional expenditure arising from longer service periods, higher salaries and future pension benefits for Agniveers. Senior government officials have indicated that funding will not be a constraint, with national security and the operational requirements of the armed forces remaining the primary considerations.

The Union Cabinet approved significant changes to the Agnipath scheme on November 4, 2026, providing a new route for all Agniveers to continue serving in the armed forces beyond their initial four-year engagement.

Under the revised arrangement, 25 per cent of Agniveers will continue to be selected for regular service after completing four years, based on merit and organisational requirements. The remaining 75 per cent will be offered an additional two-year engagement period, subject to their willingness.

At the end of the extended two-year period, these Agniveers will also be eligible for regular enrolment in the armed forces, provided they meet the prescribed selection criteria. Those inducted into regular service will receive pension, gratuity and other applicable service benefits.

The additional engagement period will come with higher remuneration, an enhanced Seva Nidhi package and seniority benefits. The changes are expected to increase the government's long-term financial commitments, particularly as more personnel become eligible for regular service and associated retirement benefits.

Officials said the increased expenditure would be partly balanced by savings in training costs. Since Agniveers will remain in service for a longer period, the armed forces are expected to spend less on training fresh recruits to replace personnel leaving after four years.

The financial implications of the revised arrangement will be assessed periodically to ensure that the additional commitments remain manageable. However, officials have emphasised that budgetary considerations will not come in the way of meeting the armed forces' operational requirements.

The financial review comes against the backdrop of a substantial increase in the allocation for the Agnipath scheme. The Union Budget for 2026-27 provided Rs 17,396 crore for the scheme, compared with Rs 11,039 crore in the previous financial year's budget estimate.

The government's decision follows a detailed assessment of the scheme's implementation since its launch in June 2022. According to the defence leadership, performance reviews highlighted the physical fitness, discipline, motivation, technical adaptability and operational capabilities of Agniveers.

Chief of Defence Staff General NS Raja Subramani said the revised framework was based on recommendations from the three armed services following an extensive evaluation.

The revamped arrangement is aimed at balancing the aspirations of young recruits with the armed forces' requirements for experienced personnel. The periodic financial assessment will help the government monitor the long-term costs of the changes while maintaining military preparedness.
