JAMMU, NOVEMBER 2 :- The Jammu and Kashmir Government on Monday formally commenced its winter administrative operations in Jammu with Chief Minister Omar Abdullah receiving a ceremonial Guard of Honour at the Civil Secretariat, marking the beginning of the annual Darbar Move for the 2026–27 winter season.Over 100 Government Offices Shift to Winter Capital for 2026–27; CM to Review Administrative Functioning and Public Service Delivery
The ceremonial event marked the return of the government machinery to Jammu, which will function as the Union Territory’s winter capital for the coming six months.
More than 100 government offices have shifted their operations from Srinagar to Jammu as part of the seasonal administrative arrangement.
The Chief Minister’s Secretariat, along with 40 other government offices, has relocated its complete functioning to the winter capital. In addition, nearly 50 designated departments and offices have been placed under the camp office arrangement to ensure continued administrative coordination and accessibility during the winter months.
Under the prescribed guidelines, camp offices will function with 33 per cent of their sanctioned staff strength or a maximum of 10 officials, whichever is lower, unless specific exemptions or separate directions have been issued by the competent authorities.
Following the resumption of administrative activities, Chief Minister Omar Abdullah is expected to hold interactions with members of the Council of Ministers and senior officers to review the functioning of various departments, assess the status of public service delivery and ensure that government operations continue smoothly from Jammu.
The Chief Minister is also expected to take stock of administrative preparedness and address issues concerning the effective implementation of government policies and public welfare programmes during the winter period.
Meanwhile, security arrangements have been strengthened around the Civil Secretariat and other key government establishments in Jammu to ensure the smooth functioning of offices and facilitate the movement of officials, employees and members of the public.
The Darbar Move is a historic administrative tradition of Jammu and Kashmir, dating back nearly 150 years. Under this arrangement, the government traditionally shifts its headquarters between Srinagar and Jammu in accordance with seasonal conditions, allowing administrative operations to continue from both regions.
The practice was discontinued in 2021 but was subsequently restored by the elected government in November 2025.
With the latest transition, Jammu has once again assumed the role of the winter administrative headquarters, while Srinagar will resume its summer Secretariat functioning during the next seasonal shift.
The commencement of the Darbar Move is expected to bring renewed administrative activity to Jammu, with government departments, employees and official establishments returning to the winter capital for the six-month schedule
