Families of those killed in the 2025 Pahalgam terror attack have expressed relief and satisfaction after BRICS leaders unanimously adopted the New Delhi Declaration, which strongly condemned the attack and called for a zero-tolerance approach towards terrorism.
The declaration, adopted at the 18th BRICS Summit in New Delhi, condemned the April 22, 2025 attack in Jammu and Kashmir, in which 26 people were killed and several others injured. BRICS leaders also reaffirmed their commitment to combating terrorism in all its forms, including cross-border movement of terrorists, terror financing and the existence of safe havens.
Aishanya Dwivedi, whose husband Shubham Dwivedi was among those killed in the attack, thanked Prime Minister Narendra Modi for raising the issue at the international forum. She said the unanimous position taken by the BRICS countries gave the families a sense that the sacrifices of their loved ones had been recognised at the global level.
Speaking on behalf of the 26 affected families, Aishanya said the declaration demonstrated the importance of a united international response against terrorism. She also highlighted the BRICS call for zero tolerance and opposition to the use of attacks linked to religion as a means of promoting terrorism.
Sanjay Dwivedi, whose son Shubham was also killed in the Pahalgam attack, welcomed the international support but said diplomatic resolutions alone would not be sufficient to eliminate terrorism. He said the families were satisfied to see the fight against terrorism receiving support from major countries, while stressing that stronger action would be necessary to prevent future attacks.
The BRICS declaration described the Pahalgam attack in strong terms and rejected double standards in dealing with terrorism. The grouping reiterated that terrorism cannot be justified in any form and called for greater international cooperation to tackle terrorist networks and their sources of funding.
The declaration also addressed wider global issues, including reform of the United Nations and the UN Security Council. China and Russia reiterated support for India and Brazil’s aspirations to play a greater role in the UN, including the Security Council.
For the families of the Pahalgam victims, the BRICS statement carries particular significance because it places the attack within a broader international consensus against terrorism. While they welcomed the diplomatic development, the families also stressed that international condemnation must be followed by concrete measures to prevent terrorism and hold those responsible accountable.
The BRICS resolution has therefore been viewed by the victims’ families as an important diplomatic step, while also serving as a reminder that the fight against terrorism requires sustained international cooperation.
