A special National Investigation Agency (NIA) court in Jammu has issued a fresh non-bailable warrant against Lashkar-e-Taiba (LeT) founder Hafiz Muhammad Saeed over allegations of supplying weapons, funds and instructions to terrorist operatives in Jammu and Kashmir.
Special Judge Prem Sagar passed the order on September 8 following an application filed by the NIA under Section 75 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
This is the second non-bailable warrant issued against Saeed by the Jammu court in two months. An earlier warrant was issued on July 8 in connection with the April 22, 2025 Pahalgam terror attack.
Saeed is a designated terrorist under Schedule IV of the Unlawful Activities (Prevention) Act (UAPA). He is also identified by Indian authorities as a key figure behind the 2008 Mumbai terror attacks, in which 166 people were killed.
The latest case relates to an incident on March 31, 2026, when Jammu and Kashmir Police intercepted a motorcycle during a routine security check at Gujar Tent Pandach on the outskirts of Srinagar. LeT operative Mohammad Naqeeb Bhat was arrested during the operation. Police recovered a grenade and 15 live cartridges from his possession.
According to the investigation, further links were established between the arrested operative, LeT and its offshoot, The Resistance Front (TRF). The NIA subsequently told the court that Saeed was operating from Pakistan and was allegedly involved in directing activities of terrorist operatives in the Kashmir Valley.
The agency alleged that Saeed was providing weapons, financial support and instructions to members of terror networks operating in Jammu and Kashmir.
The fresh warrant comes at a time when Indian security and investigating agencies have intensified action against individuals and networks suspected of supporting terrorism in the region. The NIA has been pursuing cases involving terror financing, recruitment, weapons supply and alleged links between Pakistan-based organisations and operatives in Jammu and Kashmir.
Saeed has long been a major figure in India's investigations into cross-border terrorism. His name has been associated with several terror-related cases, including the 2008 Mumbai attacks.
With the latest order, the Jammu court has issued two non-bailable warrants against Saeed within a period of two months. Since the NIA maintains that he is currently based in Pakistan, the execution of the warrant could pose a significant challenge to Indian investigators.
The investigation into the network and the alleged activities of the accused operatives is continuing.
