Farmer Producer Organisations (FPOs) are being promoted in Uttar Pradesh as a way to help farmers work together and participate in more stages of the agricultural value chain.
Instead of farmers working individually, FPOs bring them together to collectively purchase inputs, aggregate produce and access markets. The organisations can also support activities such as processing, packaging, branding, storage and marketing, depending on their structure and eligibility.
The idea is to ensure that farmers have opportunities beyond simply producing and selling raw crops. Once produce is harvested, activities such as aggregation, processing and packaging can potentially create additional value and open access to wider markets.
Uttar Pradesh's policy framework is focused on strengthening these connections. The state has been promoting FPOs and developing linkages with food processing, cold storage, warehousing, packaging and branding facilities.
The state's Agriculture Export Policy also provides for promoting the registration of FPOs and Farmer Producer Companies in agricultural clusters. It envisages linkages between farmers, FPOs and exporters, creating a possible route for agricultural produce to reach markets beyond the immediate local area.
Food processing is another important part of the approach. Uttar Pradesh's Food Processing Industry Policy provides support to eligible FPOs, farmer groups and other organisations for activities related to food processing and storage, subject to applicable conditions.
At the national level, FPO development is supported through the Central Sector Scheme for Formation and Promotion of 10,000 Farmer Producer Organisations. Under the scheme, Cluster-Based Business Organisations provide handholding support, including assistance with formation, capacity building and business planning.
However, the assistance available to an FPO depends on factors such as its registration, activities, eligibility and the specific government scheme or policy under which support is being sought.
The FPO model is therefore not limited to creating farmer groups. A properly organised FPO can potentially become involved in several stages of the agricultural business chain, from procuring inputs and aggregating crops to processing, packaging, branding and marketing.
For Uttar Pradesh, the broader focus is on connecting farmers with infrastructure and markets after production. By working collectively, farmers can explore opportunities to strengthen their position across the agricultural value chain.
The approach ultimately seeks to move the focus beyond farm production alone and create organised pathways through which farmers can participate in value addition and reach wider markets.
