More than 70,500 corruption-related complaints were received against government departments and organisations across India in 2025, with banks and the Railways recording the highest number of complaints, according to the Central Vigilance Commission’s annual report.
The report said Chief Vigilance Officers (CVOs) received a total of 70,584 complaints during the year. Of these, 64,905 complaints were disposed of by December 31, 2025, while 5,679 remained pending. As many as 2,002 of the pending complaints had been under process for more than three months.
CVOs are generally expected to complete investigations into complaints within three months. The Central Vigilance Commission periodically reviews pending cases to ensure that investigations are completed without unnecessary delay.
Banks topped the list of organisations receiving complaints. A total of 9,933 complaints were registered against banks in 2025. Of these, 9,520 were disposed of, while 413 remained pending at the end of the year.
The Railways ranked second, with 9,381 complaints. Officials disposed of 8,754 cases, while 627 were still pending as of December 31.
The Ministry of Housing and Urban Affairs recorded 6,531 complaints, while 4,834 complaints were related to local bodies other than the Government of National Capital Territory of Delhi.
Other departments and sectors also featured prominently in the report. The coal sector recorded 4,118 complaints, followed by finance with 3,107 and the Delhi government with 2,804.
There were also 2,722 complaints concerning the petroleum ministry and 2,633 complaints against Delhi Police. The Ministry of Road Transport and Highways received 2,139 complaints, while 2,036 were related to the Ministry of Home Affairs, excluding Delhi Police.
The report further recorded 2,030 complaints involving human resource development, 1,894 against the Labour Ministry, 1,536 concerning insurance companies and 1,469 related to telecommunications.
The Defence Ministry received 1,410 complaints, while the Ministry of Consumer Affairs, Food and Public Distribution recorded 1,123. The Steel Ministry and Department of Posts received 1,023 and 1,003 complaints respectively.
Apart from complaints received directly by CVOs, the CVC forwarded 18,651 complaints to them for necessary action during 2025. Local bodies accounted for the largest share of these cases, followed by banks and the Railways.
The figures highlight the scale of corruption-related complaints handled by vigilance authorities and the continuing challenge of ensuring their timely investigation and disposal.
